Council may by the passage of an appropriate ordinance or resolution and upon the
terms and conditions set forth in the City Charter, relieve certain hospitals, asylums,
charitable institutions and other institutions devoted to the relief of the poor,
the aged, the infirm or destitute persons or orphan children, from the payment of
bills for water service.
