No person shall break, damage, destroy, deface, cover or tamper with any property
of the department including, but not limited to the POTW treatment works or appurtenant
devices and structures such as buildings, sewers, manhole lids, treatment equipment,
sampling equipment, flow monitoring equipment, signage, vehicles, or any other equipment,
device, or property owned by the department or which is under the director's management.
