§ 1713.11. Commercial vehicle area.

A.

No person shall operate any Commercial Ground Transportation Vehicle or other vehicle referred to in Section 1713.0111(G) for the purpose of picking up and loading persons and/or baggage or small freight items except in areas designated as Commercial Vehicle Areas pursuant to Section 1713.110.

B.

(1)

Owners or operators of commercial ground transportation vehicles shall register all vehicles under their operation by completing a Commercial Vehicle Registration Form and obtaining a parking access card to be issued by the Ground Transportation Coordinator. No operator of any commercial ground transportation vehicle shall be permitted access to any commercial vehicle areas, as defined in Section 1713.110, without having filed a completed Vehicle Registration Form with the Ground Transportation Coordinator and having obtained a parking access card. A registration form must be completed and filed for each vehicle put into service. Forms for temporary registration and parking access cards may be issued to operators for special events as determined by the Airports Administrator and for operators set forth in Section 1713.0111(G)(2)(a-e).

Vehicles referred to in Section 1713.0111(G)(2)(a-e) are exempt from the payment of any fee imposed by Section 1713.11(C).

C.

Every commercial ground transportation vehicle with a valid registration and parking access card issued under paragraph (B) of this section shall pay to the City of Columbus, Division of Airports a per trip fee based on the number of trips made to the Airport in accordance with the following rates and categories:

a.

Category 1 - $1.00 per trip - includes vehicles used by rental car operators, parking lot operators, limousines, shuttle vans, buses, and mini-buses.

b.

Category 2 - $0.50 per trip - includes vehicles used by hotel/motel operators as customer "courtesy" vehicles.

D.

The Airports Administrator may develop procedures for billing, collecting, and accounting of fees imposed by paragraph (C) of this section.

E.

Any commercial ground transportation vehicle for which a completed registration form has not been filed and a parking access card has not been issued under paragraph (B) of this section, and which uses any commercial vehicle area at the Airport, shall pay for the use of such area the fees established and charged therefor by the City of Columbus, Division of Airports or its contractor as set forth in Section 1713.08(A) and (B).
