§ 1721.04. Right of way.

Aircraft approaching each other head on, or nearly head on, so as to involve a risk of collision shall alter their course to the right in passing, and under all other conditions the aircraft having the other on its right shall keep clear.
Lighter-than-air aircraft shall at all times have the right of way over heavier-than-air aircraft.
