§ 111.03. Opening proceedings.

  • The president shall take the chair at the hour appointed for the meeting of council and shall call the members of council to order and direct the clerk to call the roll. He shall then cause the journal of the preceding session to be read and disposed of, unless otherwise ordered by the council.

    In the absence of the president, the permanent president pro tempore shall call the council to order and direct the clerk to call the roll. In the absence of the president and the permanent president pro tempore, the clerk shall call the council to order and call the roll. If a quorum shall be present the council shall appoint one (1) of its members president pro tempore for that meeting or until the appearance of the president or president pro tempore. If at any time a quorum be not present, the members of council may, by a majority vote recess for a period of time certain.
