§ 111.11. Voting.

  • In case any member of council present declines to vote on any question pending, upon which a yea and nay vote is being taken, he shall be obliged to record his vote if the council requires him so to do unless excused by a two-thirds ( 2/3 ) vote of the council; and, if not being so excused, he refuses to vote, he shall be deemed guilty of contempt of the council and may be censured by a majority vote.

    No member or other person shall remain at the clerk's desk while the yeas and nays are being called or ballots counted.

    Except where the president or councilmember presiding directs the roll to be called by means of the electronic voting device, the roll call of the council shall be taken orally in alphabetical order, beginning at the right of the president's seat.
