The clerk of the council shall be the editor and business manager of the City Bulletin and as such shall have the supervision and control of its publication and distribution subject to the regulations described in this chapter. He shall approve all bills for the cost of its printing and distribution, which bills shall be paid by the city treasurer upon warrants issued by the Auditor.
