§ 201.01. Authorization and effect.

The Administrative Code for the administrative organization of the municipal government contained herein is established by a vote of not less than two-thirds ( 2/3 ) of the members of council pursuant to Section 98 of the Charter of the city of Columbus. Provisions of the Administrative Code shall take precedence over any ordinance or resolution, except that council by two-thirds ( 2/3 ) vote may exempt such from the effects of the supremacy of the Administrative Code where the subject matter of such ordinance or resolution deals with procedural rather than organizational matters.
