§ 221.05. Division of sewerage and drainage.

The division of sewerage and drainage is established as a division of the department of public utilities. The administrative head of the division shall be the sewerage and drainage administrator.

There shall be a stormwater management program, within the division of sewerage and drainage, which shall be responsible for: developing and implementing stormwater management plans; managing stormwater facilities; and, developing and administering a stormwater service charge based on individual contribution of runoff to the system, benefits enjoyed and services received. The stormwater management program shall be administered under the direction and supervision of the administrator of the division of sewerage and drainage.
