"Value or valuation" shall be the estimated cost to replace the building in kind, as determined by the building inspector.

"Veneer" means a nonstructural facing attached to a wall or other structural assembly for the purpose of providing ornamentation, protection, or insulation.

"Vestibule" means a small hall or lobby between the outer entrance and the interior of a building.
