§ 4103.04. Liberal construction.

This Building Code and all proceedings hereunder shall be liberally construed in order to promote its purpose under C.C. 4103.01 and to avoid unnecessary hardship; provided, however, that the spirit and intent of this code is observed and the public safety, health, and welfare is assured.
