The section, upon application by a licensee and the payment of a ten dollar ($10.00)
fee, may issue a duplicate license, tag, plate, badge or decal which has been lost,
stolen or destroyed. Upon the acquisition of the duplicate, the licensee shall surrender
to the section the remaining portion of the license, tag, plate, badge or decal.
