The council has found the necessity, by reason of the integral relationship of the
operation, management, and control of the Park of Roses, Whetstone Park, and the management,
control and operation of recreation and parks of consolidating in recreation and parks
all powers and functions relating to the management, control and operation of the
said Park of Roses, to the end that all municipal parks, flower gardens and forestry
functions of the city shall be coordinated in order better to effect their administrative
economy and fiscal benefits necessary in the operation thereof.
